The Boom You Can See: Open Doors, Open Jobs, and a Council Night That Matters
Data centers dominate the rumor mill. This week's quality-of-life scorecard is simpler: where can you eat, live, work, and sleep along the SH 71 spine, and what is City Hall actually doing about the growth residents can see.
Sendero on SH 71: still the windshield test
The 75-acre mixed-use project at SH 71 and FM 969 (Pearl River Companies; Bastrop native Mason Mote as co-founder) remains the clearest "boom you can see" story in the county. Eight named restaurants and coffee spots are serving. Alta Trails Phase 1 is open with 342 apartments. A dual-brand Marriott is starting construction on the same frontage.
That is sales-tax and hotel-tax growth on a clock households understand. It is not a Chapter 312 data-center abatement story.

Target Talk vs Tonight's Agenda
Community Impact and the Austin Business Journal reported Target as the retailer under discussion for Sendero after the Sep 14 State of the City "bullseye" remark. That is reported, not a Target corporate confirmation. Opening date and incentive dollars are not public.
Tonight's Sep 22 regular council agenda (6:30 PM CT) does not put Target on the open calendar. Packet search: zero "Target" hits. What is on the packet:
Municipal Service Plan first readings for Pearl River / Sendero and Burleson Crossing East (fire-service clarifications after ESD #2 → City Fire)
Closed-session Chapter 380 with Marriott Partners (aligned with the dual-brand hotel under construction)
Sep 15 Special Council (minutes in tonight's packet): after Pearl River exec session, Council voted 5-0 to direct the City Manager to execute an agreement with Sendero "as described in Executive Session." Confirmed direction. Terms and any Target naming were not read into the open record. Do not call that vote the Target deal until primary documents say so.
Tax / QoL takeaway: MSP fire items are city service housekeeping, not BISD math. Marriott Chapter 380, if it later goes open, is HOT / city economic development. Any Target or Pearl River rebate would cut near-term city take even if a store widens the taxable retail footprint later.

Statewide Overlay (Timeline, Not an Amenity)
On Sep 21, Gov. Abbott directed TCEQ to pause issuance of permits related to data-center projects until ERCOT finishes its audit. TCEQ update due Oct 19. For households, the near-term effect is timeline risk on campuses still waiting on environmental permits (Pacifico's pending air registration is the clearest local exposure). Already-permitted EdgeConneX construction is not confirmed stopped. This does not confirm CoreWeave open, an Anthropic lease, or an Amazon final campus decision.
Why This Belongs on Building Bastrop County
Commercial activity residents can see builds trust faster than a map of abated industrial acreage.
Sales tax and hotel tax are different ledgers from Chapter 312 property-tax abatements on data centers. Both can fund public services. They do not move on the same clock.
SH 71 is the spine. Open restaurants, leased apartments, hotel construction, and real job postings are how you measure whether the quality-of-life half of the boom is real.
